Green procurement guidelines ver3.3

1. Introduction Human health and environment have been exposed to chemicals at an unexpected risk level through the course of modern economic development. Since the beginning of the 21st century, Noritsu Koki Co., Ltd. (NKC) started gearing toward health and environment-friendly monozukuri by designing and developing products having little environmental load. To this end, NKC will promote green procurement practices based on “Green Procurement Guidelines” (called the Guidelines hereafter) and compliance of environmental chemical substance control laws and other requirements. 2. Purpose With green procurement, we procure products that are safe, recyclable and energy efficient from suppliers that actively engage in environmental conservation and environmental chemical substance controls. The aim of the Guidelines is to contribute to the making of a clean society by avoiding use of environmentally harmful chemical substances not only at NKC but over the entire supply chain in the distribution of products. 3. Promoting green procurement We would like suppliers to join us in the promotion of green procurement and fulfill the following conditions. 3-1 Terms and conditions for suppliers ① NKC requires its suppliers to have acquired a third party certification for EMS complying to international standards such as ISO 14001 or EMAS, or EMS complying to domestic standards such as Eco Stage or Eco Action 21, or to have passed auditing performed by NKC. Internationally recognized third party certification Standards aimed at environmental improvement control auditing regulations Commission, http://ec.europa.eu/environment/emas/index_en.htm Environmental management assessment system based on acquisition of ISO 14001 http://www.ecostage.org/dl/index.php Institute for Global Certification and registration system based on the Environmental Strategies Center for http://www.ea21.jp/index.html Sustainability ② We request for supplier presentation pertaining to execution of green procurement, or efforts in such a direction. ③ During the auditing performed by NKC, it must be confirmed that supplier activities fulfill all items on the Action Item List & Check Sheet. ④ We request suppliers to create a framework for controlling contained chemical 3-2 Environmental conservation activities We will confirm the status of environmental conservation at our suppliers using the Supplier Green Manufacturing Survey Sheet. 3-3 Controlled chemical substances Regulatory control by non-use certification or content data is necessary for the controlled chemical substances (32 substances listed on JIG table A and one substance under specific control by Noritsu Koki) listed on [Attached Table 1]. I:For information provision only ※3:Substances No.1 through No.32 are listed on Table A of “JIG-101 Ed 2.0.” If a new control regulation on a substance may be imposed on a NKC product due to a revision made in legal regulations, we will then designate such a substance under a specific control. Substances under specific control will be reflected on the [Attached Table 1] of the Guidelines in a timely manner. 4. Agreement The Guidelines define standards and approaches pertaining to non-use of prohibited contained chemical substances and to constructing and maintaining a system to guarantee such non-use. We request suppliers to submit an “Agreement” upon agreeing with the content of the Guidelines. 5. Making changes in 4Ms (Material, Method, Machine, and Man) Prior to making changes to the 4Ms, (materials used, methods of production, machines for production or men responsible) please communicate the fact to a NKC representative. 6. Request for NKC will execute effective environmental conservation measures for the entire supply chain including suppliers. Since sharing of information becomes vital in such an effort, we request our suppliers’ cooperation in surveys below. 6-1 Information on contained chemical substances We require suppliers to provide contained chemical substance information for products (raw materials, parts, semi-finished items and finished items) procured from them. 6-2 Environmental conservation activities For each supplier, we will conduct the field survey of their environmental conservation activities performed and their framework and compare it against the survey sheet submitted in 3-2 after a set period of time. 7. Disclosure The Guidelines are disclosed in the NKC webpage over the Internet, where it can be viewed by everybody in all fairness. In aims of global accessibility, their contents will be released in Japanese, English and Chinese as they are completed.
